1. Response to Faults: The focus of response varies depending on the type of line fault.
(1) Total blockage faults where an alternative optical fiber is available on the same route. The on-duty personnel in the equipment room should immediately follow the emergency response plan to reroute traffic on the blocked fiber using another functional fiber core, and then repair the faulty fiber as soon as possible.
(2) For total blockage faults where no fiber can be used for temporary rerouting, proceed with emergency rerouting or direct repair of the fault location in accordance with the emergency response plan. When performing emergency rerouting or repairs, follow the principle of “prioritizing critical circuits over non-critical circuits.”
(3) Non-total fiber breakage where spare fibers are available. Use spare fiber cores or other cables on the same route to reroute traffic from the failed fiber core. If multiple fiber cores are failed, spare fibers are insufficient, and no other cables on the same route are available, secondary circuits may be sacrificed to reroute traffic for critical circuits, followed by repair of the failed fiber cores using a non-disruptive method.
(4) In the event of a partial fiber break in an optical cable with no spare fibers or cables on the same route: If the broken fiber carries a critical circuit, use fibers from non-critical circuits to bypass the broken fiber, and perform emergency repairs on the faulty core using a non-disruptive splicing method.
(5) Unstable transmission quality, with the system operating intermittently. If there are spare fibers available for rerouting or other cables on the same route, the traffic on the affected fiber can be transferred to another fiber. Identify the cause of the degraded transmission quality and address it appropriately.
2. Fault Location
If it is determined that the fault is in the optical cable line, the specific relay section where the fault occurred and the exact nature of the fault must be quickly identified by consulting the network management center. Based on the assessment results, immediately notify the relevant line maintenance unit to locate the fault point.
3. Emergency Repair Preparation
Upon receiving the fault notification, the line maintenance unit should promptly load repair tools, instruments, and equipment onto a vehicle and depart, while simultaneously notifying relevant maintenance personnel to investigate the cause and locate the fault point in the nearby section. The preparation time for optical cable line emergency repairs must be carried out in accordance with regulations.
4. Establishing a Communication System
Upon arrival at the fault location, repair personnel should immediately establish a communication system with the transmission equipment room.
5. Organization and Command of Emergency Repairs
The engineering department shall serve as the operational leader for emergency repairs of optical cable line faults, closely monitoring on-site repair progress and providing necessary coordination during the repair period. The leader of the optical cable line maintenance unit shall serve as the on-site commander.
While testing the fault location, a designated person (typically an optical cable line technician) at the repair site shall organize excavation crews to stand by and arrange for logistical support.
6. Emergency Repair of Optical Cable Lines
Once the fault location is identified, emergency optical cables or other contingency measures should generally be used to first restore the primary fiber channel and rapidly re-establish communications. Observe and analyze the on-site situation, keep detailed records, take photographs, and report to the public security authorities.
7. Service Restoration
After on-site emergency repairs are completed, the central office should be promptly notified to conduct testing. Once service is verified, communications should be restored as soon as possible.
8. Post-Repair Site Management. Upon completion of the emergency repair, inventory tools and equipment, organize test data, complete relevant documentation, secure the site, and station a sufficient number of personnel to safeguard the emergency restoration site.
9. Line Data Update. After the repair work is completed, organize test data, fill out relevant forms, promptly update line records, summarize the emergency repair situation, and report to the superior competent authority.
